COMMUNITY OUTREACH LIAISON
The position is a 36-month grant-funded opportunity.
This position is exempt from Civil Service.
The City of Milwaukee administers a variety of programs that promote home ownership, housing improvements and neighborhood revitalization in neighborhoods throughout the city. The City is seeking a Community Outreach Liaison to promote awareness of and assist residents in accessing its Neighborhood Stabilization Program (NSP). NSP is part of the City’s comprehensive effort to address the foreclosure crisis in Milwaukee.
The position will be assigned to the Department of City Development (DCD.)
ESSENTIAL FUNCTIONS
· Promote NSP housing programs and foreclosure resources in the community. |
· Work with a variety of partners including DCD, other City Departments, political representatives, schools, community-based organizations, businesses, lenders, real estate professionals, foundations, and others to identify and address key community issues relating to foreclosures. |
· Seek to maximize resident-based involvement in NSP targeted areas, by identifying, training, and supporting grass roots leadership. |
· Represent the City at meetings and events. |
· Act as liaison between community groups and residents and City services/departments. |
· Seek out fundraising opportunities, to include grant writing. |
· Prepare and present reports to policy makers, funders, and other stakeholders. |
· Must be available to attend frequent evening and weekend meetings. · Perform other duties as assigned. |
QUALIFICATIONS/SKILLS
· Bachelor’s degree in social sciences or closely-related studies, and minimum of 3 years in community development activities.
· Equivalent combinations of education and experience will be considered.
· Experience in working with low-income families and with diverse populations.
· Thorough knowledge of community organizing and leadership development.
· Familiarity with City neighborhoods and their housing needs.
· Expertise in public relations and effective community outreach.
· Effective written and oral communication skills.
· Ability to work independently and collaboratively to achieve program goals.
· Must be able to work in a fast paced environment and meet deadlines, perform well under pressure and work effectively on multiple projects simultaneously.
· Advanced proficiency in Microsoft Office (Microsoft Word, Excel and Outlook) and database applications.
· Proficiency in Spanish is preferred.
· Residence in the City of Milwaukee within six months of appointment.
· Valid driver’s license and availability of a personal car at time of appointment and throughout employment. (Mileage allowance provided.)
THE SALARY RANGE (004) IS: $1,699.78 - $2,379.64 biweekly with excellent benefits. Recruitment is normally at the beginning of the range.
THE SELECTION PROCESS will be job related and will consist of one or more of the following training and experience evaluation; written, oral or performance tests; or other assessment methods. The Department of City Development reserves the right to call only the most qualified candidates for an interview.
