THE PURPOSE:
Conduct internal audits of City departments and operations, as well as special management reviews. These audits evaluate internal control, economy, efficiency, effectiveness, compliance with applicable laws, regulations, management policies, and standard accounting practices. Audits are a significant part of the City’s internal financial and management control.

ESSENTIAL FUNCTIONS:
  • Plans and administers audits, including preliminary research, preparation of audit scopes, work plans, progress reports and correspondence.
  • Performs audit procedures, including document and transaction examinations, inquiries and analysis.
  • Prepares orderly, logical work papers that document and support the audit work and its findings and recommendations.
  • Prepares clear, detailed reports.
  • Leads audit teams, including reviewing and approving audit work products.
  • Participates in audit team meetings and in the presentation of audit reports to Common Council committees.
  • Performs other duties as assigned.

MINIMUM REQUIREMENTS:
  1. Bachelor’s Degree with a major in accounting or a related field from an accredited college or university.
  2. Three years of progressively responsible professional auditing experience gained in an internal auditor or external auditor position.
  3. Residence in the City of Milwaukee within six months of appointment and throughout employment.

DESIRED QUALIFICATIONS:
  • Certification as a CIA (Certified Internal Auditor) or CPA (Certified Public Accountant).

KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS REQUIRED:
  • Knowledge of current professional standards in accounting and auditing.

THE CURRENT PAY RANGE (578) is: $54,189 to $75,860 annually, with excellent benefits. Recruitment is normally at the beginning of the pay range.

Associate Director, Voces de la Frontera (due 8/1)

Nature of Work:
The role of the Associate Director is to develop and implement a strategic plan in collaboration with the board to raise and grow vital funds to fulfill Voces de la Frontera’s mission to protect and expand the rights of low-wage workers, immigrants, and their families. The two primary responsibilities are to oversee fundraising and ensure integrity in the financial management of the organization. The development director is accountable to the Executive Director (ED) and reports to the ED and board on a regular basis. The Associate Director has an outreach role in the organization in developing and maintaining an ongoing relationship with major donors.

Financial Management:

  • Financial coordination with outside accountant on budget, cost centers and obtaining income/ expense statements to be consistent with grant budgets and contracts and prepare such reports for the Executive Director, Board of Directors and funders.
  • Develop the annual budget with the Executive Director and Board of Directors. 
  • Meet regularly with the Finance Committee to monitor finances and develop budgets and report.
  • Oversee and ensure legal compliance for financial management and government reporting of Voces de la Frontera 501c3 and Voces de la Frontera Action 501c4. This includes separating expenses, tracking lobbying and electoral activity, filing timely reports with the state and federal government. 
  • Supervise and ensure accurate account coding for weekly deposits of all cash and checks.
  • Supervise and ensure accurate account coding for weekly batch of invoices that are sent to outside accountant.
  • Supervise and ensure internal controls for all cash handling and financial management.
  • Supervise filing and record management for all financial matters.
  • Review and update internal controls with financial committee as needed.

Development Duties:

  • Develop and execute annual development plan with new prospects, existing funding sources, fundraising activities and events.
  • Develop and track proposals and reports for all foundation and corporate fundraising.
  • Update and maintain grants calendar, tracking deadlines and reports of grant proposals, grant reports and prospective funders.
  • Coordinate assessing and reporting of campaign and worker center activity and outcomes through a member- and staff- based participatory process.
  • Assisting and coordinating in non-grant and fees for service revenue including newspaper ad revenue, radio ad revenue, translation services, membership dues, etc.
  • Oversee organization of special events including annual gala.
  • Coordinate individual giving including on-line, direct mail, Community Shares and major donors.

Human Resources:

  • Supervise submission of biweekly payroll
  • Oversee paid time off balances
  • Coordinate new hire process, including appropriate paperwork and orientation.
  • Maintain all personnel and payroll records.
  • Assist Executive Director to ensure work plans and reviews are completed.
  • Assist in completion of revised personal policies.
  • Serve as liaison for health insurance plan
  • Review and research cost savings for new insurance plans, research 401K options

Executive Director Support and Staff Development


  • Assist ED in holding regular staff meetings
  • Assist ED and Board in navigating staff and program growth.

Qualifications:

  1. BA or BS in related field
  2. Experience in social justice, issue-based organizing and strong commitment to issues
  3. Experience in administration and management of non-profit organizations
  4. Experience in fund development
  5. Strong technological skills and familiarity with databases.
  6. Strong interpersonal and communication skills, both written and verbal
  7. Ability to work independently and self-initiate
  8. Experience working in a bilingual/ bicultural environment
  9. Bilingual (Spanish/ English) preferred

HOUSING PROGRAM SPECIALIST
(Loan Officer)

The position is a 36-month grant-funded opportunity.
This position is exempt from Civil Service.

The City of Milwaukee administers a variety of programs that promote home ownership, housing improvements and neighborhood revitalization in neighborhoods throughout the city.  The City is seeking a community-oriented loan officer with excellent communication skills to promote, assess, underwrite, process, and close housing loans.  This position will be assigned to the Department of City Development and work in the City’s Neighborhood Stabilization Program (NSP).  NSP is part of the City’s comprehensive effort to address the foreclosure crisis in Milwaukee.

ESSENTIAL FUNCTIONS
  • Counsel applicants (homeowners and landlords) on NSP loan and grant programs and assist them in the application process.
  • Review and process applications for loan and grant programs obtaining the necessary verifications for a loan decision.
  • Work with clients to resolve title problems, delinquent taxes, or other qualification issues.
  • Coordinate the development and acceptance of the rehabilitation plan and cost estimate with the client and Rehabilitation Specialist.
  • Prepare and present case for Loan Committee approval.
  • Document progress and the status of individual cases.
  • Close loans and grants and ensure documents are accurate, complete and in compliance with program guidelines.
  • Prepare file for notice of loan approval creation and transfer to administrative staff.
  • Promote housing loan programs to private sector lenders and real estate representatives.
  • Assist in coordination and execution of outside events and workshops to promote NSP to  potential applicants, clients, and others
  • Other duties as assigned.

QUALIFICATIONS/SKILLS
  • Two years of experience in mortgage and/or community lending or housing counseling.
  • A bachelor’s degree in business with an emphasis in finance.  Equivalent combinations of education and work experience will be considered.
  • Ability to analyze financial information and make sound loan underwriting decisions.
  • Ability to counsel homeowners and investor-owners about available loans and grants.
  • Excellent verbal and written communication skills as well as oral presentation skills.
  • Ability to successfully communicate and work with a diverse clientele, representatives of lending institutions, and Department staff.
  • Must be able to work in a fast paced environment and meet deadlines, perform well under pressure and work effectively on multiple projects simultaneously.
  • Familiarity with the City’s neighborhoods and their housing needs.
  • Advanced proficiency in Microsoft Office (Microsoft Word, Excel and Outlook) and database applications.
  • Bilingual in English and Spanish with competency in Spanish composition, grammar and spelling not required, but a plus.
  • Possession of valid Wisconsin Driver’s License.
  • Residency in the City of Milwaukee within six months of appointment and throughout City employment.

THE CURRENT PAY RANGE (546) IS: $1,638.24 – $2,002.87 biweekly, with excellent benefits.  Recruitment is normally at the beginning of this range.
