Description of Organization:
The Layton Boulevard West neighborhood in Milwaukee, Wisconsin is a culturally diverse urban community that is experiencing innovative change. Three neighborhoods are located within the LBWN feature neighborhood, including: Silver City, Burnham Park, and Layton Park. The neighborhood boasts turn-of-the-century homes that feature German craftsmanship and unique architectural detail. Rare Frank Lloyd Wright experimental homes built especially for affordable living in 1913 are located in the heart of the Burnham Park neighborhood. Nearby, the Menomonee Valley, which has played a vital role in Milwaukee’s industrial history, is experiencing redevelopment with recreational amenities including the Hank Aaron State Trail, the restored Menomonee River, soccer fields, and a public park. Layton Boulevard West Neighbors, Inc. (LBWN), a nonprofit community development corporation, is seeking to fill a Community Outreach Manager position that focuses on engaging the stakeholders of this neighborhood and building grassroots leadership. This position will work closely with neighborhood leaders and partners to incorporate strategies associated with the Healthy Neighborhood Initiative. The ideal candidate will work creatively in this diverse community with renters, homeowners, brokers, and local business owners to revitalize and build neighborhood.

Outreach and Leadership Development Program:
LBWN launched its Outreach Program in 2003 to address concerns related to quality of life issues in an urban neighborhood. The goal is to empower residents to create a healthy and safe neighborhood through positive social relationships, investments, and improvement projects that create a positive impact on the neighborhood’s physical condition and property value. Utilizing specific Healthy Neighborhood strategies, this position will work with neighbors to market and promote the neighborhood as a place of choice to live, work, and play.

JOB RESPONSIBILITIES:

Improve the Neighborhood Image
- Coordinate volunteer activities and projects to promote the neighborhood’s image,
- Assist in the development and distribution of the LBWN newsletter and monthly e-newsletter,
- Contribute to the LBWN website,
- Build awareness and appreciation of the neighborhood through promotions in complementary neighborhoods,
- Organize neighbors to provide welcome packets for new neighbors, and
- Coordinate presentations to relay the neighborhood’s core messages.

Invigorate the Neighborhood Market
- Assist homeowners to obtain resources for home improvement and repair projects,
- Assist neighbors with the planning and implementation of open houses,
- Guide potential homeowners in the purchase their first home,
- Maintain a database of available properties for sale and encourage purchase for owner-occupants,
- Manage relationships with realtors, neighbors, and others to market homes for sale in the neighborhood,
- Implement a marketing plan to increase the demand for housing in the 3 neighborhoods,
- Make presentations to potential sources of homebuyers, and
- Analyze and track neighborhood housing indicators.

Build Neighborhood Management
- Identify potential leadership skills among neighborhood residents,
- Foster relationships between experienced neighborhood leaders and emerging grassroots leaders,
- Make personal contacts with neighborhood residents through door-to-door activities,
- Coordinate and facilitate block meetings to discuss concerns and plan projects,
- Train and provide resources to block leaders in the facilitation of meetings and activities,
- Collaborate with City departments, police district, and neighborhood agencies to address specific problems,
- Facilitate the identification of neighborhood projects and develop action plans, and
- Empower residents with information, training and resources to accomplish goals.

Promote Improvements in Neighborhood Physical Conditions
- Work with residents to plan improvement projects that address safety or physical conditions, and
- Encourage investments in neighborhood properties.

Other
- Participate in other meetings, workshops, and community resource fairs,
- Complete foundation and funding reports,
- Monitor program and project budgets,
- Work in a team setting with other LBWN staff and volunteers,
- Seek and secure additional funding sources to support the program, and
- Maintain agency databases.

QUALIFICATIONS:
- Bachelor’s degree in community development, urban planning, or other related field,
- Experience working as in marketing, community development, and outreach
- Bilingual in English and Spanish (required),
- Desire to become knowledgeable in homeownership education,
- Ability to work in a culturally diverse neighborhood and develop significant relationships with leaders,
- Exceptional problem solving skills,
- Interest in working with public officials and partnering agencies,
- Strong team-player skills,
- Ability to multi-task with a strong sense of meeting deadlines and follow-up,
- High degree of professionalism, flexibility and initiative,
- Exceptional organizational and time management skills,
- Systems knowledge of basic Microsoft software: Word, Access, Excel, PowerPoint,
- Oral and written communication skills; Ability to write reports and generate promotional materials,
- Ability to conduct evening and weekend activities on a regular basis,
- Approachable personality and willingness to meet neighbors through door to door contacts.
